The jockey Charlotte Kerton found guilty last week of stopping two horses at Lingfield Park cannot count on working in any racing stables in Britain, despite a lenient penalty that stopped short of declaring her a disqualified person.
The BHA clarifed its position on Friday in response to some criticism over the penalty.
Their statement said "Should she return to Britain and apply to work on licensed training premises as a registered member of staff, the BHA would currently be minded to refuse the application".
It added that the BHA had also passed details of its position to the Emirates Racing Authority, which has reportedly granted Kerton a licence to be a work rider in Dubai.
